How Hurricane Katrina Turned Pets Into People

Hurricane Katrina mde the entire country realized just how much people cared for their pets, and  how much they were willing to sacrifice for them. Then lawmakers realized that, at least for the purposes of natural disasters, pets should be treated like people. Cats and dogs were no longer just members of our family: They had become "fellow citizens".
