Police find dozens of badly neglected dogs in Helsinki apartment

The police discovered 26 dogs in a flat. The animals were different breeds and ages, and were kept in cramped conditions. The animals were in very poor conditions.

Police says the dogs had been brought illegally from Estonia to Finland.  The "breeder" has been selling dogs online via websites and social media. She didn’t have the proper licensing or vaccination paperwork for importing animals.

She is also likely facing smuggling charges, in addition to animal cruelty or neglect charges.
