For many years now the public has been active on the topic of the human-dog relationship. Thousands of animal welfare organisations and private people are working to stop the suffering of dogs, or are supporting private initiatives.
The European institutions are also becoming more and more active in this field and the European Commission has conducted a public consultation on the evaluation of the First Animal Welfare Action Plan.

Even some governments have started initiatives to tackle their canine (or feline) overpopulation, and you may find information about these initiatives here.
