As a Member of the European Parliament who supports Animal Welfare Policy and Legislation I would like to thank the Belgian government to take on the topic of companion animals in their Presidency and submit it to the Council. I would also like to extent my gratitude to the project partners to elaborate such a solid tool to promote the situation of the companion animals in Europe. Very early and very clearly the European Parliament has pointed out the importance of the situation of stray animals in Europe. Two of the main documents dealing with stray animals are the resolution on the Animal Health Strategy from May 2008 and the report on the Animal Welfare Action Plan from May 2010. As representatives of the EU citizens we strongly underline the indispensable protection of animals. The European Parliament and the Intergroup on the Welfare and Conservation of Animals welcome the very helpful combination of all relevant stakeholders to create a solid basis for solution strategies on the level of the EU and of all Member States with these problems. The European Parliament will strongly support this approach also in the future.

Uniting the Veterinary profession from 38 European Countries in order to promote health and welfare.
Thanks to the Belgian Presidency for hosting this Press Conference and giving at the same time an important signal with the excellent initiative on the national level to discuss the neutering of every cat in Belgium. FVE is honored to support the CARODOG project and thanks the project leaders for taking this initiative. Society has conferred on Veterinarians the care for animal health and welfare and veterinary public health. Veterinarians, through their daily work working with the animals and their owners, are important communicators and promoters of responsible ownership of pets; respecting the animal and its needs including veterinary care. Compulsory microchipping - and an effective and workable registration system - should be put in place for all dogs, not only to reunite stray dogs with their owners, but also to help prevent illegal puppy trade and to promote responsible ownership. As such, FVE logically welcomed the invitation to become part of this project. The fill of the gap of reliable facts, scientific data, publications and other data is highly appreciated. FVE is honored to be part of this promising project.

First of all on behalf of the European Commission, I would like to thank the Belgian Presidency to deal with the protection of pet animals at this high level. The overpopulation of dogs and cats is a crucial problem with social and animal welfare implications. It is in fact a concern all over the European Union. As there is no EU rule governing the protection of companion animals, the Commission is considering to develop specific actions to better protect pet animals. This will be done in the framework of its forthcoming animal welfare strategy within the possibilities provided by the treaties. Education is one of the key elements to improve animal welfare. Therefore the European Commission aims to raise awareness on animal welfare. In particular the project presented today, supported by FOUR PAWS and the Instituto G. Caporale, seeks to increase the level of awareness and education of all stakeholders. This is also why the Commission organizes on the first of October the first international conference on animal welfare education. The European Commission is glad to be partner in the editorial board of the CARODOG project. We encourage the present partners to benefit from the experience gained to develop similar tools for other animals.
